Dr. Troy A. Monroe is a native of Hartford, CT, and began his educational career as a teacher in 1989 in Williamsburg James City County, VA Public Schools. Dr. Monroe earned a Bachelor of Science Degree from Hampton University and a Master’s Degree from Norfolk State University. He attended the College of William & Mary to begin his doctoral studies and later completed his Doctoral Degree at Central Connecticut State University.
He became a Middle School Administrator in 1995 in Newport News, VA, before continuing his administrative career in multiple towns in Connecticut, where he served as Assistant Principal and Principal during his tenure. In 2004, as the school’s first African American Principal, Dr. Monroe led Keigwin Middle School in Middletown, Connecticut, to earn the distinct honor of being named the Connecticut Association of Schools Middle School of the Year.
Under his leadership during his four-year tenure as Keigwin’s Principal, Dr. Monroe and his faculty and staff worked hard to build relationships with students, parents, and the community. He made student achievement, school culture and climate, staff professionalism, and parent/community engagement priorities during his tenure.
After leaving the district in 2006, Dr. Monroe became a Middle School Principal in Manchester, Connecticut Public Schools prior to becoming the Director of Teaching Learning and Equity for the same district. Dr. Monroe has served as an Academic Director for a Charter School Management Organization (CMO) in 2013 and later became the Executive Director for Jumoke Academy Charter School Inc. in 2014, a three-campus charter school serving scholars from around the Greater Hartford area and surrounding towns.
Today, Dr. Monroe is the CEO/Superintendent of Jumoke Academy Charter School in Hartford, Connecticut.
