Kentucky Legislature Passes Bill to Expand Educational Opportunity

The American Federation for Children, the nation’s voice for educational choice, applauds the Kentucky Legislature for giving final passage to legislation that will expand options and opportunity for children and families. The Education Opportunity Account legislation was recently combined with HB 563, a bill dealing with open enrollment in public schools.
Statement from Ryan Cantrell, National Director of Government Affairs at the American Federation for Children: 
“Kentucky is only the Governor’s signature away from giving families more access to schools that work best for their children. School choice is gaining momentum across the nation and after many years of attempts, it is great to see Kentucky so close to being added to the list of school choice states. Lawmakers like Speaker Osborne, Representatives McCoy, Senator Alvarado, Senator Thayer, and Senator Givans all understand that families need options, and we are thankful for their commitment to families. We are now calling on Governor Beshear to sign HB 563 and give the students in Kentucky what they desperately need: a high-quality education.”
Details:

  • The bill now goes to Governor Beshear for his signature
  • As passed, the bill will create a $25 million program
  • Students whose family income is equal to or less than 175% of that required for free or reduced lunch would be eligible for the program
  • Private school choice would be available to students in counties with a population more than 90,000
