Students must be eligible to enroll in Utah K-12 public schools
Students must not concurrently participate in the Carson Smith or Special Needs Scholarship

Students must have special needs and have an Individualized Education Plan (IEP), or be a kindergarten student with a plan through Individuals with Disabilities Education Act (IDEA), or be eligible for IDEA
