Bill Phillips serves as the Senior Director of Charter Policy and School Choice Advocacy.

Before joining AFC, he worked in the charter sector for over twenty years. His roles varied from new school development to charter association leadership, as well as oversight of independent advocacy and electoral activities. Bill’s initial interest in school choice came from his work in advanced manufacturing and service on the district school board.

Bill has a bachelor’s degree in industrial engineering from Lehigh University and a master’s degree in public administration from George Washington University. He is a longtime volunteer for youth sports and a number of Catholic parishes. He is grateful for his wife of thirty-one years and their two sons.
